Parliament Approves Bill for its Secretariat’s Autonomy

Parliament has approved a Bill that makes the Secretariat of the House of the Peoples’ Representatives an autonomous federal government entity with its legal personality.

The Secretariat is to be accountable to the Speaker of the House and it will have multiple mandates including administering the Federal Negarit Gazeta, preparing a budget for the House, providing support and services necessary for effectiveness of the legislative, oversight, and representation mandate of the House. It will also provide transport services to members and organs of the House. The Secretariat may own properties, enter into contracts, sue and be sued in its own name and provide Minutes recording all publications and conference services to the House and its organs.

The budget of the Secretariat shall be allocated by the Parliament and Speaker of the House may issue directives for implementation of the Proclamation..

Accordingly, the previous proclamation issued for the establishment of the Secretariat in 2007 has been repealed.
