Retirement for Ex Leaders a Debate

A draft amendment to the proclamation on the rights and benefits of outgoing heads of state and government, senior government officials, members of parliament and judges has been tabled before parliament.

The proclamation deals with housing and transport allowances and provisions, severance pay and the amount of maintenance that should be paid to outgoing heads of state and government and other senior government officials, including permanent members of standing committees and judges. The benefits take effect after officials serve at least one election term and leave their post due to sickness, disability or other grounds caused by unavoidable circumstances.

During the discussion of the draft, parliament members raised concerns about the reasons for the amendment of the proclamation, and how useful it would be now. There were also questions raised about whether the parliament has the power to create such a proclamation. However, as the proclamation is still at the draft stage, and no answers were provided for the raised questions.

The draft took examples from other countries that included legislation similar to this in their constitutions.
