Craving the Internet

Students at the Addis Abeba Science and Technology University (AASTU) in Kilinto are using the Internet on their laptops and mobile apparatuses from a Wi-Fi connection coming from the nearby building. May this mean they do not have Internet service in their dormitories, classrooms and libraries, or does it mean they prefer to use this service without having a proper seat?
