Universal Rural Roads Access Program Underperforms

The ten month performance report of the Ministry of Transport (MoTr) revealed that the Universal Rural Road Access Program (URRAP) has shown a 30pc performance, which is lower than last year’s performance.

Out of its plan to construct 71,523kms of roads under the program, the government has succeeded in constructing 8, 172km, which is 1, 439Km less than the total length of roads constructed under the program.

Ambitious planning, poor follow up and the budget are pinpointed to be the major problems for the underperformance, according to the report. The government has planned to construct a total of 35,800kms of road under the Growth and Transformation Plan (GTP), half of which has been constructed over the past four years of the GTP, according to the report.

The government has spent more than three billion Br, out of the 5.7 billion Br allotted for the construction of the roads planned for the year. To construct half of the total length planned for the GTP period, the government has spent 64pc of the total 26 billion Br set in the GTP.

The report was presented to Parliament last Thursday, June 26, 2014, by the Werkineh Gebeyehu, Minister of MoTr.
